Primavera has issued a new statement regarding the signing and reporting of Working Documents.
TweetStatement issued by Primavera regarding the "Signing and Reporting of Working Documents":
Following the statements issued on 25 May (private sector) and 9 June (public sector), PRIMAVERA is providing updated information on the position it has adopted regarding the legal context of Working Documents introduced by Ordinance no. 302/2016 of 2 December.
Among the changes regulated by that Ordinance, and compared with the previous text of the law, it was understood that it had become mandatory to include the so-called Working Documents, such as Purchase Orders, Quotations and Pro-formas, among others, in the SAF-T (PT). However, doubts remained as to whether these documents had to be signed, and these doubts led to a request for clarification being submitted to the Portuguese Tax and Customs Authority (AT).
Although PRIMAVERA maintains its previous understanding, not least because the ordinance identifying the documents subject to signature has not been amended since 23 June 2010, the fact is that there is now no doubt about the AT's position on this matter: Working Documents must be signed before they are printed. As well as being included in the SAF-T (PT), these documents must also be reported to the AT (exclusively through the monthly submission, as they are not supported by the AT's Web Service).
Given the potential operational impact that these changes could have on its customers, PRIMAVERA decided to make a significant investment to, on the one hand, ensure the adoption of the mandatory behaviours and, on the other hand, ensure that companies' current processes are affected as little as possible.
Considering that documents that cannot be issued (non-issuable) are documents that, regardless of the means used, cannot be made available to third parties in formats that could be confused with invoices or equivalent documents. Considering also that only issuable documents require a signature.
Based on these considerations, PRIMAVERA is making the following changes to the ERP:
With these new options, PRIMAVERA is confident that most of its current customers' operations will not be affected or will be only minimally affected, while also maintaining current levels of productivity when using the system.
These changes will be made available in the following versions:
